Berkeley International Office cannot issue the I-20 until you submit the New International Student Form and financial evidence: bank statements, sponsor documentation, or award letters covering the estimated cost of attendance. Start this the week you accept admission.

Signing the lease
Know the deposit cap before you wire anything
Since July 1, 2024, California caps the security deposit at one month's rent for most landlords, furnished or not. A small landlord (a natural person with no more than two rental properties and four total units) can ask up to two months. If anyone asks for three months, they are citing a law that no longer exists.

A joint lease makes you liable for roommates you may never have met. A per-bedroom lease caps your liability at your own room. For students assembling roommate groups across time zones, per-bedroom is the safer structure.
Check the building's rent control status
Pre-1980 multi-unit buildings are usually covered by Berkeley's rent ordinance, which caps annual increases (1.0 percent for 2026) and adds eviction protections. Newer buildings are exempt. Registration is public record.

Landlords must now document unit condition with photos for tenancies starting on or after July 1, 2025 (AB 414). Take your own timestamped set anyway, especially if you signed from abroad and are seeing the unit for the first time.

Bank of America opens student accounts for international students with a foreign passport, proof of a US and a foreign address, and a foreign tax identification number; no US TIN or SSN required. Berkeley's international office confirms you do not need an SSN to bank here.

F-1 students can get a Social Security Number only with a job offer or work permission; J-1 students need work permission or fellowship authorization from their sponsor. Why the usual application fails international students
A standard Berkeley rental application asks for three things you do not have on arrival: a US credit history, a Social Security Number, and often a US-based cosigner. None of these are legal requirements to rent. They are screening habits, and each has a working substitute: your I-20 funding evidence for proof of income, a passport for identity, and an institutional guarantor or a student-focused building for the cosigner. The checklist above walks through all three.
Your I-20 packet is stronger than it looks
Before Berkeley International Office can issue your I-20, you must prove you can cover tuition and living expenses, with bank statements, sponsor letters, or award letters. That same packet answers the landlord's real question, which is whether the rent gets paid. Ask landlords whether they accept I-20 funding documentation before you pay an application fee. Many Berkeley landlords who work with students do; the ones who do not are telling you something useful early.

If a listing asks for first month, last month, and three months' deposit, that is not how California works anymore, and from abroad it is also the shape of a scam. Guarantors, priced honestly
If you want a specific apartment and the landlord insists on a guarantor, the institutional route works. Insurent operates in California and charges non-US applicants roughly one month's rent as a one-time fee, with a parent or sponsor abroad documenting income or assets. TheGuarantors quotes individually and accepts international students. Compare that fee against buildings that simply skip the requirement; for many students the cheaper guarantor is a building that never asks for one.
Banking and credit, in order
Open a US checking account in your first week; a foreign passport and your home tax number are enough at the major banks, no SSN required. Pay university charges through Convera or Flywire in CalCentral. Then start a credit file with a secured card, because next year's lease application goes much better with twelve months of US payment history behind it. An SSN only enters the picture if you take campus work.
The scam that targets you specifically

The defenses are boring and effective: live video tours, county ownership records, the Rent Board registry, and a hard rule against wiring money before a signed lease. Two suitcases is a typical luggage allowance. A furnished apartment removes the mattress-on-arrival problem, and a per-bedroom lease removes the risk of covering a roommate's share from six thousand miles away.
